Clerk – Water Department

Title: Water Department Clerk
Position: Permanent, Full-time, 40 hours
Reports to: Deputy City Clerk
Status: Hourly, Non-exempt
Compensation: $15.00 to $19.00/hour DOQE
Date: February 5, 2024

General Summary
The City of Blue Island is seeking a qualified individual to serve as a water department clerk. This includes providing assistance and responds to customer inquiries at the counter, receives payment for water bills, animal tags, city stickers, business licenses, birth and death certificates and handicap placard forms.

Nature of Work
The position requires analytical thinking and problem-solving, team-oriented participation, excellent human relations, interpersonal and written/verbal communication skills, good public presentation and customer service skills. Knowledge and experience with Word and Excel, is preferred. This position will be supervised by the Deputy City Clerk.

Key Responsibilities and Duties
• Provides assistance and responds to customer inquiries at the counter, receives payment for water bills, animal tags, city stickers, business licenses, birth and death certificates, handicap placard forms.
• Maintains delinquent water accounts;
• Verifies payments of fines and reviews list of shut off accounts to ensure no usage is occurring and notifies inspectors as needed;
• Downloads relevant information from hand held readers monthly for residential and commercial accounts;
• Checks reports generated on accounts not read, missed or unable to read;
• Notifies supervisor of problems such as stuck meters, high readings or no readings;
• Drafts correspondence for high usage, meter inspection, meter replacement, partial payments, shut off notices and meter replacements/repairs;
• Creates a report for all accounts processed for billing, as well as other duties as assigned.

Knowledge, Skills and Abilities
• Knowledge of laws, ordinances and codes as they relate to water billing;
• Effective verbal and written communication skills in order to communicate with supervisors and the general public;
• Self-starting, ability to manage multiple assignments with an attention to details; and
• Ability to work individually and as a member of a team; and
• Excellent computer and software skills, including experience with Word and Excel.

Minimum Qualifications
• High School Diploma or G.E.D. equivalent;
• Bachelor’s degree in business, accounting, or related field, preferred;
• Minimum (1) year of prior work experience;
• Excellent communication skills in oral and written form;
• Understand appropriate filing and recordkeeping systems;
