Compensation: $80,000 to $100,000, DOQE

General Summary
The Supervisor of Public Works performs complex supervisory, administrative and professional work in planning, organizing, directing and supervising the Public Works Department, including environmental, street, traffic control, lights and other public works projects and programs. This is a full-time position. Days and hours of work are Monday through Friday 7:00 a.m. to 3:30 p.m. Evening and weekend work will be required as job duties demand.

Essential Duties of Position:
• Determine work procedures, prepare work schedules and expedite workflow;
• Issue written and verbal instructions;
• Assign duties and examine work for quality, completion, and compliance with policies and procedures;
• Maintain amicable work environment;
• Respond to complaints and service requests;
• Plan, organize, coordinate, supervise and evaluate programs, plans, services, staffing;
• equipment needs and scheduled maintenance, and infrastructure of the Public Works department;
• Evaluate public works needs and formulate short and long range plans to meet needs in all areas of responsibility, such as street and alley maintenance, street lighting, general infrastructure repairs and maintenance;
• Respond to public and other inquiries relative to the Public Works Department’s policies and procedures;
• Monitor inter-governmental actions affecting the Public Works Department;
• Training of Public Works Department employees;
• Supervise employees on a day-to-day basis on assigned tasks;
• Serves as liaison between Urban Forestry Board and city administration;
• Oversees budgetary operations and prepares budgets as required;
• Keeps records and prepares reports including personnel reports; and
• Develops and recommends policy options and alternatives for consideration by the City Administrator and the city council.

Supervisory Responsibility
Exercises supervision over department personnel.

Work Environment
• Work is often performed in office settings and outdoor work is required;
• While performing the duties of this job, the employee is required to work in outdoor weather conditions. The employee will work near moving mechanical parts and in high, precarious places, and will be exposed to snow, ice, rain, humidity and fumes or airborne particles; and
• The noise level in the work environment is generally moderate, but can be loud at times when operating equipment.

While performing the duties of this job, the employee is required to stand; walk; use hands and fingers to handle, feel or operate objects, tools or controls; and reach with hands and arms. The employee is occasionally required to sit, climb, balance, kneel, talk, hear and smell.

The employee must lift and/or move objects up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

Required Education and Experience
• Graduation from high school or GED equivalent required. Bachelor’s or Master’s degree with major course work in engineering, business administration, or public administration preferred;
• Progressively responsible experience in public works or similar environment preferred;
• Demonstrated management or high level administrative experience;
• Five years of previous public works experience, or any equivalent combination of education and experience;
• Minimum 5 years of experience performing activities in snow and ice control, road surface maintenance, roadway maintenance, driving commercial vehicles;
• Valid CDL Class “B” License is Required; and
• Valid Class “C” Illinois Water Operator License or Water Operator in training is preferred.

Additional Eligibility Qualifications
• Considerable knowledge of street and storm sewer maintenance and repairs;
• Considerable knowledge of forestry services;
• Thorough knowledge of City, State, Federal and OSHA policies, laws and regulations affecting department activities;
• Skill in operating the tools and equipment needed to perform the job;
• Knowledge of and experience in the application of management and supervisory principles and practices as applied to municipal government; and
• Knowledge of and experience in municipal procedures relating to finance, personnel, purchasing, office operations, and risk management.
